Minnie Holguin, SHRM-SCP
Founder and Principal
With over 23 years of experience in Human Resources, I've learned trust, credibility, and mutual respect is critical to being an HR advisor. In addition, I value authenticity, integrity, optimism, humor, grit, and a growth mindset. ValoriHR is an extension of these values and brands.
As a natural problem solver, I thrive on challenges and the unknown. Consulting allows me to meet various clients, design customized solutions that maximize the value of their Human Capital and accelerate the organization's success. I obtained a BBA in HR Management from St. Mary's University and hold a Senior Certification through SHRM. I have created and evolved the HR function for nonprofit and private organizations including Alliance Bernstein, Charles Schwab, Texas Workforce Commission, and the City of El Paso Police Department. My most recent full-time role was the Chief HR Officer for the County of El Paso.
I'm an engaged workaholic that appreciates work-life blend, and working from my garden or patio provides the best of both. I enjoy a view of the Franklin Mountains from my backyard and find it peaceful when my two kids aren't making a splash in the pool! The most significant role to me is being a mom to my two kiddos, but I try to remain active in the community.
I serve on the Children's Grief Center Executive Board and the El Paso Police Department Citizens Advisory Board. Previously, I sat on the Big Brothers Big Sisters Board, the El Paso SHRM Executive Board, and the El Paso Police Department's Discipline Board. Justin D. Kepple, Psy.D.
Clinical Psychologist
Dr. Kepple brings his passion for the psychological sciences to the ValoriHR team, where he collaborates and advises on human factors at the individual, group, and systemic levels. Utilizing a dynamic approach in psychological assessment, intervention, and consultation, Dr. Kepple develops a tailored, evidence-based protocol to address a myriad of personnel and organizational concerns at the psych-
ological level. Dr. Kepple maintains subject matter expertise in issues related to occupational stress, anxiety, and burnout, allowing him to specialize in an array of proficiencies to mitigate negative outcomes of these difficult workplace issues.
As a licensed clinical psychologist, Dr. Kepple is fully credentialed to conduct pre-employment, selection, and fitness-for-duty psychological evaluations for candidates seeking a career in public safety.

Monica Casarez
HR Consultant
Monica grew up in the Sun City of El Paso and now resides in Austin, TX, the Live Music Capital of the World! She brings over 19 years of HR experience in Employee Benefits, Risk Management, Employee Relations. She has served with the City of El Paso SHRM chapter’s Executive Board for two years providing ideas and
preparation for membership, chapter meetings, and educational sessions for professional certification.
Her professional career includes experience in both the private and public sectors. She has held various roles to include a Bilingual Interviewer, Risk Management-Workers’ Comp & Safety Coordinator, and Monica has also administered and managed Employee Benefits for over 13 years with the City of El Paso and the City of Austin.
Currently, Monica is an Associate Health Consultant with Segal.
In addition to spending time with her family, she is busy studying for part two of her Group Benefits Associate (GBA) certification.
